This paper examines
the issues that have arisen over the last 20 years in the management
of Indonesia's extensive public irrigation system. After describing
the particular characteristics of irrigation in Indonesia, an attempt
is made to evaluate irrigation's contribution to what has been seen
as one of the present Government's major successes, the establishment
of rice self-sufficiency. A discussion of the major policy options
and issues that have arisen in successive planning periods concludes
that centralization of control and financial responsibility are the
fundamental constraints to improving the quality of irrigation
services. In the concluding chapters the achievement of central
planning objectives in the last 20 years is evaluated and projections
made of the likely impact of the current 5-year development plan. An
extensive appendix of unpublished statistics on irrigation concludes
the paper.
